Updates to Approved Qualifications for Registration as Professional Engineers
Expanded Pathways for Registration as PE
The Professional Engineers Board (PEB) is pleased to announce amendments to the Professional Engineers (Approved Qualifications) Notification 2009 (“Notification”) relating to the qualifications that may be recognised for registration as a Professional Engineer (PE) under section 21(1)(a) of the Professional Engineers Act. These changes will broaden our talent pool, allowing more engineers with diverse backgrounds to contribute to the engineering profession without sacrificing on the quality and capability.
What Has Changed?
The amendments provide for additional pathways for professional registration. The key changes are as follows.
Expansion of Universities Listed in Part 1
The list of universities in Part 1 of the Schedule has been expanded to include engineering degrees relating to a prescribed branch of professional engineering work from the Singapore University of Technology and Design (SUTD).
Inclusion of Singapore Institute of Technology qualifications
A new Part 1A has been introduced to the Schedule of the Notification for relevant degrees relating to a prescribed branch of professional engineering work from the Singapore Institute of Technology (SIT).
An engineering masters programme from SIT, with relevant majors or electives in the relevant prescribed branch of professional engineering work, will be recognised as a post‑graduate qualification acceptable to the Board for professional registration, subject to meeting other requirements in the Notification.
An SIT engineering qualification may be an approved qualification in relation to the relevant prescribed branch of professional engineering work where:
the undergraduate engineering degree programme relating to a prescribed branch of professional engineering work is of not less than 4 years; or
the undergraduate engineering degree programme relating to a prescribed branch of professional engineering work is of not less than 3 years and is supplemented by a Masters degree in the relevant prescribed branch from the National University of Singapore (NUS), Nanyang Technological University (NTU), or SIT.
Expansion of the provision for other qualifications
The amendments enable graduates from all engineering disciplines to be qualified for professional registration for the relevant prescribed branch of professional engineering work, through supplementary programmes approved by the Board.
The amended paragraph 4 provides for other qualifications to be considered:
a qualification that relates to the relevant prescribed branch but is not specified in the Schedule; or
a qualification that relates to another prescribed branch of professional engineering work, where the applicant seeks registration in the relevant branch.
Such qualifications must satisfy the applicable conditions set out in the amended paragraph 4(2) or (3).
For a 4-year undergraduate engineering degree programme, the qualification must, among other requirements:
have at least one-half of the total modular credits or academic units obtained through on-campus study;
meet the requirements relating to advanced standing credits, where applicable;
be supplemented by one of the following:
a Masters degree in the relevant branch, with relevant majors or electives, from NUS, NTU or SIT;
a PhD in the relevant branch from any university, college or institution approved by the Board; or
a supplementary postgraduate qualification approved by the Board; and
be preceded by the required secondary education qualification, such as the Singapore-Cambridge General Certificate of Education “Advanced” Level Certificate or an equivalent qualification approved by the Board.
For a 3-year undergraduate engineering degree programme, the qualification must satisfy the corresponding conditions, including the on-campus study and advanced standing requirements and secondary education qualification mentioned above, and be supplemented by:
a Masters degree in the relevant branch, with relevant majors or electives, from NUS, NTU or SIT; or
a PhD in the relevant branch from any university, college or institution approved by the Board.
What Applicants Should Note
The amendments provide additional pathways for the recognition of engineering qualifications for PE registration. Applicants should refer to the amended Notification to determine the requirements applicable to their qualifications.
The amendments take effect from 5 October 2026.
