This year’s theme, “RESILIENCE - the foundation for Sustainable Growth”, highlights the importance of designing and building resilience into our built environment and infrastructure is key to achieving sustainable growth.
The engineering community welcome 98 newly minted Professional Engineers (PEs), 15 Specialist PEs and 19 ASEAN Chartered PEs into our Built Environment sector family. It is also an occasion to affirm the contributions and achievements of our PEs and to renew our pledge to dedicate our services to society and uphold high standards of professional engineering practice.
Over 270 Professional Engineers and distinguished guest attended the DOD 2023.
Opening Address by Guest-of-Honour
MS Indranee Rajah, Minister in the Prime Minister’s Office, Second Minister for Finance and National Development.
In her speech, Minister Indranee outlined the importance of resilience engineering in Coastal Protection and Decarbonising our Built Environment to enable us to overcome the adverse effects of climate change, and to thrive in the face of these disruptive changes.
“To our engineers, we owe so much of what we enjoy every day – our quality housing and our efficient transportation systems – all to you. Thank you for doing what you do.
The challenges ahead present new and exciting opportunities in the field of engineering. The 4G team and I look forward to building our future Singapore with you.”

Honoring our Innovative Professional Engineers
Two Professional Engineers, Er. Wong Seng and Er. Ng Choon Yeang, were each presented with the Innovative Professional Engineer Award in recognition of their outstanding achievements and creative use of transformative technologies in the engineering profession.
Er. Wong Seng innovated and patented the concrete PPVC technology using a unique composite shear wall system which has brought significant cost savings and improvement in construction productivity and sustainability.
The lightweight PPVC modules lead to more efficient transportation and installation, better site safety and environmental outcomes for the industry.
Er. Ng Choon Yeang spearheaded the studies, testing and implementation of Steel Fibre Reinforced Concrete (SFRC) in Singapore for the first time in underground tunnels for Downtown Line 3. The use of SFRC leads to enhanced productivity and improved durability of the tunnels.
The success of the project prompted the extensive use of SFRC in subsequent MRT tunnelling works such as the Thomson-East Coast Line (TEL) and Cross Island Line (CRL).
Presentation on Coastal Protection
Mr Ho Chai Teck, Deputy Director of the Coastal Protection Department from Public Utilities Board (PUB) gave a very refreshing and insightful presentation on the exciting future coastal adaptation plans to protect and redevelop our coastal areas. He shared more of the upcoming engineering works and how our engineers can be part of this exciting journey. The insightful presentation sparked much interest, especially among our new PEs to pursue engineering knowledge in these emerging fields and to participate in the coastal protection works in the future.
Newly Registered Professional Engineers 2023
Congratulations to our 98 newly registered Professional Engineers for 2023, starting their professional journey in our built environment sector to help design and build a more resilient and sustainable future Singapore.
New Specialist Professional Engineers
Our new Specialist Professional Engineers (SPEs) on stage with Minister.
15 SPEs received their Specialist Professional Engineer certificates in the branches of Amusement Ride engineering, Crane engineering, Geotechnical engineering, Lift and Escalator engineering and Tunnelling engineering.
ASEAN Chartered Professional Engineers
Nineteen new ASEAN Chartered Professional Engineers (ACPEs) were also presented with certificates of registration. The registration of ACPEs is provided for under the ASEAN Mutual Recognition Arrangement (MRA) for Engineering Services, which is one of the initiatives under the ASEAN cooperation on trade in services.
